(2020) Why do spell shields not block the Auto Attack from Aphelios' ult?

If Sivir or Nocturne block the missile part of Aphelios' ult, they still get hit by an AA, or at least the activated effects of his AA. This seems to be inconsistent with other multiple effects ults (e.g. Morgana's), but also with other spells that allow follow up auto attacks (e.g. Caitlyn traps or net, but also Aphelios' Rifle Q). Blocking the first part of these spells disable the second effect.

Is this intended or a bug? What interaction is happening here?

I think this is debatable. For example, Vladimir heals even when his Q is spell shielded. I think the idea of "I get my selfish buff even if I don't get to do anything to you" is reasonable against spell shields. That sad, I feel like "I now auto you" is more of an enemy-effect than a self-effect.
