I am already level 10 and would much rather play draft play, however, in addition to the level requirement you need to play two pvp swiftplay games. The issue is every swift play I play is filled completely with bots meaning I can't unlock draft pick. In addition playing these sps so far has been miserable as the bots don't do anything except fight. They will start baron then randomly all teleport to the other side of the map to kill some minions on tower.
