The mana cost change is just relevant for effigy.

For context, because it takes 2 weeks to make a proper client patch with localization and QA, these changes predate Blizzcon and were made before we had live data.

We have a small server side patch next week that introduces new heroes. After that we will patch balance again at the start of December.
