I don't know why nobody has brought this up but on console in team rumble when you respawn you can have 1 health; when in this state you canonly move around, jump, aim and build. You can't shoot, deploy your glider, and sprint. Sometimes it will go back to normal in a few seconds, but other times it will be a minute or two.
