I feel like there used to always be at least one, normally 3 legendary super mutants at WestTec - but the last two times I ran through, there were none. Lots of regular super mutants, but no legendary ones... I'm not the only one here on this, right?
I've found some there recently, so you may have just gotten unlucky on those runs :)
