I've been server hopping Camden park for the past 10 minutes and haven't seen a single one spawn
Camden is a pretty popular area for the Treasure Hunter event, so you may have just been on servers where they were recently killed. Try going to Lewisburg, Welch, Beckley etc while you're changing servers to see if any pop up there
