Like I said, they are bugged for a long time, my last time the Ghouls didn't even spawn in the Golf Shop.
Hi! We're definitely seeing the community's reports on enemies not spawning/respawning and we've been actively investigating. We're currently working on a fix for our next game update and I should have more info on a date for that to share with you soon.
