ShadowKeep has not been pre-ordered for the PS4 in Japan.

I have Destiny 2 on every PS4, Xbox and PC hardware.
For Destiny 2 in Japan, Activision was in charge of PC and XBOX sales.
Sony was in charge of the PS4.
However, since Bungie became independent from Activision, the exclusive and sales contract with Sony was cancelled.
Therefore, the PS4 SadowKeep is not sold in Japan.
Reservations have started for Steam and XBOX.
When can I make a reservation for PS4 in Japan?
Will you sell it again?

Also, the Bungie.net page says that the collector's edition will be sold by Sony Japan, is this true?

I can’t even preorder to North America I’ve been trying for over a week and I keep getting errors saying the site is down. I’ll be disappointed if I can’t get my collectors edition cuz the site is bugged :/ it’s really not fair to people trying to get it
