The bugged quest instructs us to speak with Eris, but obviously doesn't go away when you speak with her. You can't remove it either. Pretty annoying to have one less slot for bounties (which already feel too few when you are playing with a character with like 50 unfinished quests).

Bungie already sort of acknowledged this a few times during the first few weeks of the DLC release, but patches come and go, and the "??????" quest stays with no further mention.
