"Notorious" Hackers who are able to play the game for months without getting banned shouldn't be a thing.

I was just in a match where somebody who is known for hacking reached 73 kills before anybody else hit 30. While that could be extreme skill, this person has been known for blatant cheating, and has been doing so for months. Are there any plans to ban hackers or improve anti-cheat?

We take them down. Unfortunately, there are ways they can crop back up. I've personally ensured a few of the biggest ones got taken down.

Does reporting them in Origin have any effect? What's the best avenue for reporting them?

It does, yes. I think you can also report via help.ea.com, but Origin is the easiest. It puts them into our tracking system and the security system will take them out should they continue to offend.
