For whatever reason the default Garand fire rate is now at 257, except the damage is so bad it's equal to the new turner which has a 360 fire rate.
Upgrading it to the heavy load gives more damage and more fire rate now. FFS
That is just messed up metadata. The actual ROF is 300 rpm default and 257 rpm with heavy load.
