I can't use med supplies with my hotkeys and it's driving me nuts. Did this update seriously break the controls?
Does anyone know how to fix this? I tried resetting my game and reinstalling...

Blocking all the commands that made the game work as I needed (like max_fps, refresh, etc) is just a low bowl and easy way to fix things that hurt's more than helping. Please block specific commands.
What commands did you normally use to make the game run the way you wanted? More than the ones you listed?
mat_letterbox_aspect_goal 1.33
mat_letterbox_aspect_threshold 1.33
miles_occlusion 1 //sound fix
miles_occlusion_force 1
miles_occlusion_partial 1
