Is there will be option for russian players to choose english language in game? Or there is kinda "language lock" again? I think its a decider for me to preorder game or wait for better times and versions of the game.

Looks like Anno 1800 will support Russian with full audio, interface, and subtitles. You can check out all the supported languages Here.
